Hmmm, you actually can access most features from the Fusion menu bar.
You should be able to navigate without interacting. You don't need to
interact with the scroll area , that is the vm screen. I'm thinking it
may be your in full screen mode, but I'm not sure exactly how to tell
if that is the case or not. Can you navigate the items in the screen
if you do not attempt to interact with the scroll area?

You can't use the windows screen reader to access the Fusion tool
bar, you need to use VoiceOver to access it. Now if you are saying
you can't access the area outside the windows vm when using VO
without first command+tabbing from the vm, I'm not entirely sure. I
don't have this issue, but it is possible you have Fusion in unity
mode? I don't recall this mode posing any problems either. Maybe
you can elaborate a little more?
