The word you are looking for is usable. I am an accessibility and
usability specialist in my day job actually, a seniour accessibility
quality assurance engineer and the focus on individual is usable by
the individual. this does not directly bear on accessibility. if
something is accessible, this means that through a particular means in
a particular situation, it can be accessed. the broader the better
but that is the gist of it.
