I don't think there's an easy hack to speed up VoiceOver's rate, but you could check. There may be information in the Developer document. Jane queried the Accessibility team over a year ago to get information on how to speed up text-to-speech being transferred to audio via an Automator script and got the information on how to embed commands to change the speech rate or other voice attributes along with a reference document. But that only covers text to speech and not VoiceOver. The main reference document might cover VoiceOver, but it's probably easier to ask the Apple accessibility folks.

I have amusingly enough had a few instances where by some strange happening my voiceover speech did get turbocharged past the 100 mark, though those times were rare, accidental and they didn't last long.
