I don't think there's an easy hack to speed up VoiceOver's rate, but
you could check. There may be information in the Developer document.
Jane queried the Accessibility team over a year ago to get information
on how to speed up text-to-speech being transferred to audio via an
Automator script and got the information on how to embed commands to
change the speech rate or other voice attributes along with a
reference document. Here's the link to that post from a search of the

Embedded commands are described in the section titled "Techniques for
Customizing Synthesized Speech" - > "Use Embedded Speech Commands to
Fine-Tune Spoken Output.
For example, to set the rate of the spoken text to 300 words per
minute use something like:
"[[rate 300]] This text should be spoken fast."

But that only covers text to speech and not VoiceOver. The main
reference document might cover VoiceOver, but it's probably easier to
ask the Apple accessibility folks.
