Hmmm. What if you set the speech rate manually? If you go into
Library/Preferences there is a file called com.apple.VoiceOver.plist. If
you edit this file with a text editor you can find a line that says
<key>SCRVoiceRate</key> and right after that is a line that says
<real>x.y</real> where x.y is some number. Setting this to 0.5 is really
slow while numbers above 2.0 is really fast. You'll have to stop and
start VO for the changes to go into effect. If you mess things up you
can go back into the VO utility and set the value back. 100 on the VO
utility equals 1.0 in the plist file.
