What is Scribus?  (I'd ask what is MS-Publisher but I don't want know.) 
Is it like PageMaker or QuarkXpress?

If so, then one of the key features for me was the ability to split bodies 
of text into connected sub-bodies.

For Linux users there is Scribus. For most people there is not much that
can't be done with Writer and Draw and with limited resources its
unlikely that a DTP program will be added to OOo in the near future
unless someone donates the code or pays for it to be done.
