The problem is that the software *does* know how to open such a file: it
opens perfect in Writer! And you don't want to have a dialog asking you
wether you want to open it in Writer or Calc for *every* pure text
document you open.

If OOo can't detect a possible type that matches to the file it does
exactly what you asked for: it shows a dialog containing all filters and
lets the user choose one. But as I said, that doesn't apply in our case.

I think the "trick" using suitable extensions/MediaTypes (and register
the Calc text filter for that property) or a command line option to
force opening in Calc (both will be available in OOo2.0) will serve the
user in the vast majority of possible use cases.
