If you know how you want to open the file you should tell it to OOo beforehand, f.e. by selecting the suitable filter in the file dialog. That works perfectly well, if the filter fits, OOo will use it even if without this preselection it would choose another one (example: open txt file in Calc). You should recognize that your request is a special one generated by a very particular case that you might have at times. It surely does not juistify to show a filter query dialog each time you open a document, it is absolutely acceptable to force the use additional means (here: the filter selection listbox).
