I don't know who was responsible for the redesigned icons and generally
improved UI, but I''d be surprised if it were outsiders.
The "new" icons are made by Sun and were introduced previously in older versions of StarOffice, but keep in mind that a better icon set was offered *long time ago* by Ximian and was practically refused
I'm not the expert on this topic, but from what I remember there were technical reasons why it was not feasible to include the Ximian icons as they were. I think it had to do with Windows support and accessibility. Maybe it were the icons for high-contrast mode!? Can't remember!? I would have to dig out old information to provide a better answer.
Nevertheless, OpenOffice.org 2.0 makes it pretty easy to switch icon sets and "better" depends on the personal taste. I know many people like the colorful Ximian icon set. I personally don't like to colorful icons, but that's is my very personal taste.
