No, this is not necessarily a mess, you might have seen this somewhere
else, but there is no proof that the same happens with OOo Add-Ons. It
might be "easy" to create a mess, but that doesn't mean it happens.

I have an Add-On component installed in my OOo user profile for several
years now. I installed a lot of new versions (forwards and backwards in
version history) since then and it still works like a charm.

Obviously you also don't know how the OOo concept works. Please learn
about it, maybe even try your scenario and then come back to the list if
you really find a problem.
