The current draft wizard doesn't, but that doesn't mean that it
shouldn't.

There are some technical and philosophical issues.

The technical issues include:
As far as I know there is no way of encrypting OpenOffice.org Basic
macros.
I don't know of a way to disable use of an OpenOffice.org extension
after a period of time.
Should a find/download/install wizard include a payment option, such as
PayPal, for those developers that want such an option? 

Philosophical issues include:
For an open source project do we want to encourage close source
additions?
