Agreed. For packages containing no code or OOo configuration files we
don't need UNO packages by ourselves, provided that the content of the
package is delivered to any standard location that OOo already knows and
uses. Otherwise users had to change OOo configuration settings manually
to get access to the installed content and that's something that
shouldn't happen.

Once standard directories for templates and clip-arts are defined and
supported by OOo you could install to those directories and immediately
use them from inside OOo.
