Not entirely true. There is software around that will make a pretty good
job of tracing edges and turning some bit maps into usable vectors.
trivia: do you know even OOo Draw can do that?
insert a raster drawing in Draw and use Modify->Convert->To Polygon.
(other programs able to do this are autotrace and potrace)
BUT, depending on the complexity of the drawing the result may or may
not be usable or even accurate.
the same is true for PDF: a simple PDF file, containing only plain text,
can be easily imported (for example using pdftotext, part of the xpdf
package) but when formatting is more complex it may be impossible to
obtain something usable.
