Well, I guess this is an explanation, but not a reasonable one. Seems to me that the fact that the dialog isn't context sensitive constitutes a design flaw.

   1) The path of the document, which has currently the focus ..
or 2) the path of the last opened document inside the office ?

Seemed clear to me. Of course, I mean that if the focus is currently in some document and I say "save" or "open," then most reasonable users would expect the dialog to open in the directory associated with that document. That's what I would want almost all of the time...

OK. If you wish to see this feature implemented inside OOo, you should
file an issue on openffice.org and flag it as FEATURE.
