Hi Nate :) You may want to Synaptics corporation. I just did a quick test loading a document into Writer for 1.9.25 to make sure, and with a Microsoft Wheel Mouse / Optical the scrolling feature appears to work properly. It may be something in your hardware that's programmed to work with certain windows code but not with other windows code. I'm not sure of the specifics of what you're using :)

You also may want to file an issue with OpenOffice Bugzilla and then post the submission number back to the Discussion list, then people can vote for the issue and it may get pushed up the list of priorities if other people are having the same difficulty. You can get to bugzilla via OpenOffice Issue-Zilla <http://qa.openoffice.org/issue_handling/project_issues.html>.
