Its new! How do you expect something new to suddenly be retrospectively the default in previous applications? MS don't do it so why expect it of others? And government don't even have to justify it in that the tools available for such a switch are freely available. Compare that to the government switching off analogue TV here in the UK in a few years time. People will have to buy digital decoders or new TVs. And most people use analogue TVs at present.
