All changes are specified before they are implemented.
Most specifications are available in the specifications project
<http://specs.openoffice.org>, but a few are hosted on the project sites.
New specifications, specification status changes (e.g. draft -> final)
and significant specifcation changes are (or should be) announced on the
[email protected] mailing list.
Once features are implemented, they are announced on the
features@<project>.openoffice.org list (to get all announcements,
subscribe to [email protected]). The feature announcements also
contain a pointer to the relevant specification.
