You can only do that to the second page, which means the first has to be a title page, or not printed, or something. INsert -> manual break -> page break, and then, if you choose a page style from the drop-down list ([none] won't work) there is a check box to let you set the starting page number of the run in that style.
If you choose
Format | Paragraph | Textflow
        (or something like that - I've a Dutch version)
you can activate a break ánd choose a pagenumber.
Works on page 1 as well.
