By incorporating a decompression (unzipping) facility into their recent
versions of Windows, Microsoft have introduced another level of
confusion for the inexperienced user. Explorer displays the zip file in
a way that make it look like it has been unzipped, when in fact it
hasn't. Starting the install process from this display only extracts and
executes the installer program, leaving all the other files (cab, etc.)
locked up inside the zip file. Consequently, the installer program is
unable to locate these other files and the installation fails. This is
true for all zipped multi-file installation packages, not just OOo.

IMNSHO OOo should not distribute the Windows package as a zip file, but
should invest a couple of dollars for a Winzip licence and distribute as
a self-extracting executable. Which is what I do for all my customers.
