"Start pretending that their governments use ODF?" What kind of rational sense does that make? When do rationality and make-believe belong in the same sentence? It is a lie, and a silly lie, to say "Oh, my government uses ODF - I know it does, I know it does, I know it does!" If it does not. It would not be hard for Microsoft to check if a government uses ODF or not. It could simply request a file in that format. And if it was afriad of the name "Microsoft" mucking up the result, it could always use one of its subsidiaries or employees to request the document. The day I have to start lying about my government's practices to save a few bucks on software is a dark day indeed. -Chad Smith
