I know a few people who bought a computer with an OEM license of Works
(without Word) and all of them installed a pirated version of MS Office.
I don't think that a free Works would change anything since for most
people MS Office is already "free".

I think the opposite. It would be a lot easier to convince an
ad-supported Works' user to switch to OpenOffice than a full MS Office's
user. So I really hope that a lot of people drop their pirated version
of Office for an add-supported version of Works.
