I just installed OOo 2.0.3 and I also get the update menu item on Windows.
Did you update from a prior version of OOo (you probably did ;-) ). And
is this version still installed? Then there might be a QuickStarter
running (You see this as a little icon in the taskbar). When the
QuickStarter of an older version is running, the older version will be
launched, even if you start the executable of the new version.
Another possibility is, that you have an old menu configuration. You
might try to delete (or rename) the %APPDATA%/OpenOffice.org2/user
directory. Then you get the registration dialog again when starting OOo
the next time. Maybe this solves the problem.
