Go to VIEW/TOOLBARS and uncheck all the toolbars you don't want, and check all the ones you do want. If there are icons in a toolbar that you don't want to display, but you want the rest of the toolbar to display, click the dropdown arrow at the end of the toolbar, hover over "Visible Buttons" and uncheck any you don't want to show.

I have searched around in the help system, the menus, the configuration, and the Internet, but I can't find a way to turn off this context-sensitive pop-up behaviour.
