IIRC you can't do that.
Sounds like a job for draw. Without more on the precise tasks planned i
can't comment much further.
Two interpretations:
(a) copy-paste to draw to use draw as clipboard -> no change necessary
(b) place objects outside pages -> Writer uses DRawingLayer here, the
applied restrictions are part of Writer.
