Sorry, but your are jumping to conclusions. There never was a proposal to migrate from VCL to XUL and IMHO this will never happen anytime soon. This would be a major undertaking for that we just don't have resources left. Besides that it would make the already not pleasing startup performance and memory consumption of OOo even worse. So it would be a worst-case scenario: investing lots of time for some look and feel integration that users don't demand for at the price of becoming worse in one of the central points of criticism. Integration with Thunderbird and Lightning can happen on a level of inter process communication.
