I don't think that we're going to give this impression.

The toolkit is planned to offer all kind tools around ODF. Also, a
dedicated project shows that the OpenOffice.org community is taking the
topic ODF very serious. Neither of this, IMO, implies control over ODF -
not even the desire for such control. It only shows expertise and
dedication.
