In my understanding the toolkit idea is exactly the opposite.

First the project is not about ODF - it's about providing tools to work
with it. ODF is and will continue to be worked on in the OASIS TC. The
toolkit will try to deliver code, building blocks and tools to people
that want to use ODF without implementing it from scratch by themselves.
And IMHO this will even foster the notion of OOo as a multi-application
format!

I know that a lot of people, companies and organizations would be very
glad to have such a toolkit so that they could build their own
applications and solutions to work with ODF.

The idea to use a "leaner" OOo as a start (and so somewhat binding the
ODF toolkit to the "classical" OOo code base) arises from the wish to
have such a toolkit pretty soon. The final goal is to have something
more modular, smaller and simpler than a complete OOo application, but
this needs some time.

Wether or not OOo itself will be built upon that toolkit is another
interesting thing to discuss. At least I hope that this will happen.
