That is because even MS Word can't open Publisher files! The time and effort to reverse engineer Publisher files is enormous. Besides serious DTP users don't use Publisher, they are far more likely to use Quark. Apart from pre-defined Wizards there is not much I could think of that you would use Publisher for that you could not do in Writer and Draw. These days, the need for separate applications for page layout and document production is a lot less and likely to lessen still over time. Getting Draw fully SVG compliant would be a much better use of resources.
