Windows will always hand over the focus to an application window when the application is started by opening this window. If the application that wants to open a window is already running, Windows XP will *not* hand over the focus to the new window and instead let it "blink" in the task bar. So if an OOo window is already open or if the OOo quickstarter (nothing else than OOo without windows) is running you will observe the behavior you described. This is like Windows behaves, sorry. You can try out that this is correct: close all Ooo windows and the quikstarter and then start OOo Writer from the start menu. You should get the focus set to the window. We could always grab the focus in case an OOo window is opened. But usually this is considered to be a bad behavior - applications should respect the focus handling of the window manager.
