I reckon the problem the biggest problem is that because it's just a
popup icon no one clicks on it to read what it says, and often, like the
wiki says, what it has to say can head off a lot of questions. I'm fond
if the idea of giving something like
http://wiki.services.openoffice.org/wiki/FeatureSuggestions#Help_Agent_Notification
 a go. i.e. show the text of what OOo has done for a non-permanent amount of 
time someplace where the user can see it, but can continue doing what they were 
doing without having to either click on it to read it, or to dispose of the 
notification.
