IMHO - no. To "password recovery": It seems it's simply dictionary and/or brute force attack, not using any algorithm weakness.
To "removing various types of document protection": That's easy, because something like a read-only (or protected) cell or text section is of course not encrypted. It's just a flag in the document, and an application might ignore it, or some tool might remove it from the XML stream. So the tool is nothing I really worry about, but what about user perception?
