In OOo everything is handled by projects, the projects are free to join and is usually a good point to continue by joining up these projects. First thing I will suggest is the German Project http://de.openoffice.org here they will help you with the localization efforts http://10n.openoffice.org

Another project for the printer is handled by the SW (word prcoessing team) http://sw.openoffice.org at least this is to the best of my knowledge. Visit the project website and join their mailing list.

A continuation will be to create an issue and assign it to the right developer or team lead so they are aware of your petition. This is by using our bugtracking system called IssueZilla. Learn more on the help pages of the OOo site.

2. First of all my printer configuration:
   - My default printer a is network printer, behind two! servers (slow)
   - I've to auth once after startup, to get printer access

   It seems, that OOo querrys the actual settings from printer,
   every single time I open a existing document/spreadsheat, etc.
   Even, if there is another one already open.
   So due to the fact of slow response or missing access rights
   this could take a while and it takes at least 6 seconds (after
   startup) to open a (empty) document, which is very annoying.

   Suggestions:
    - Querry the printer just if needed (pageview, printview, print, etc.)
    - Querry the printer once after startup and not for each document.
