Doing anything you don't have previous experience with, will always take
longer than those things you have already learned.

Have you checked the OOo (OpenOffice.org) help menu?

For page defaults
Search the help function for: default templates

For automatic numbering
search the help function for: automatic bullets

You appear to be using manual formatting, as opposed to OOo's powerful
styles function. This is equivalent to owning a high powered sports car
and using a horse to pull it. I would recommend you read the user
manual: http://documentation.openoffice.org/manuals/index.html
specifically "Ch13 - Working with Styles".

You have posted to the OOo discuss list, but the best place to ask
questions is the OOo users list (see my signature for info).
