What happens when you select the following link:
http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=winwjre&lang=en-US&version=2.3.0

You can use bittorrent (more information that can be found here :
http://en.wikipedia.org/wiki/BitTorrent) , but the above should work as well
for 'straight' downloading.
