Good to read that you want to promote the use of OpenOffice.org.
To do so, it helps most if you use the product yourself in the first
place. Hating MS products, doesn't help much.
Once you know the product, you can join the marketing mailing list. Many
people there with excellent experiences on how to explain others the
advantages of OpenOffice.org.
One of them being that it is free also for governements. Donations
(monotary or otherwise) are welcome, but not obligatory.

Not only do I hate MS products, I have to teach it to adults at the
North Algoma Literacy's "The Learning Place" in Wawa, Ontario.
Personally I learned on WordPerfect and still prefer WP as it is more
intuitive then MS Office, but I am willing to switch to OO. To do
that I need to be able to say the employers in the province are
switching to OO. I would like to be instrumental in making that
change happen. I am very busy so I am looking for a document like the
one mentioned previously that will possibly peak the interest of the
powers that be, so they will take the ball and run with it. Also you
can probably tell me if there has been some inquiries already.
Also is OO free to governments? Or do you ask for donations from
them?
