Sheila,

the high point of why governments should switch to OpenOffice is
simply the fact that is the fastest and most cost effective way to
switch as soon as possible to the OpenDocument file format standard,
that is to free the public documents and knowledge which belongs to
all citizens from the proprietary MS Office formats which are the only
reason why MS still manages to maintain its de-facto monopoly.
