I disagree, blogs are not huge webpages and they are indeed single users CMS. Also is easier to manage iwth a more friendly interface.
It still is more complicated if you install it and update it properly. They also can just output errors if you do something wrong or there is a bug. You also have to routinely make backups. And a blog make a very poor general use website. A blog is not the easiest way to read lost of posts at once. When you get more than 2 pages, a PDF is much easier to save, view and print out.
