I think that the instructions are not exactly clear, but you can indeed have
hyperlinks in a OOo2.4 Writer document.

To insert a link you have to enclose in the TOC structure the part you want
to be hyperlinked between the markers LS (link start) and LE (link ends).
The LS marker is inserted when you click the hyperlink button the first
time, while pressing it the second time creates the LE marker.

Now ...
The default TOC is composed by

Entry number / Entry / Tab stop / page number
where
E# (Entry number) = the outline numbering if activated (e.g. 1.3.2)
E (Entry) = the entry itself derived from the style (by default heading 1
for level 1, heading 2 for level 2 and so on...)
T (Tab) = just a tabulation
# (page number) = self explanatory

You will also notice that before and after each of the entries you have
empty boxes: these boxes can be used to insert new markers, characters or
whatever you want.

So, suppose you want only the entry to be hyperlinked: you have to put a LS
marker *before* the E marker and a LE *after* the E marker. *DO NOT* replace
the marker, but use instead the spaces before and after.
Your structure will look like this:

_ E# _ LS _ E _ LE _ T _ # _

Note that this is very flexible and allows you to hyperlink all the entry
(place the LS before the E# and the LE after #) or even to move elements
around, for example you may want in the TOC something like "entry tab
chapter-page".


Unless for some particular reason you do not want all the 6 levels to have
hyperlinks, once you have defined the structure press the "All" button to
apply the structure to all the levels.

If you make a mistake, select the LS or the LE marker (this time the marker,
not the space before or after) and press delete.
