At least on Windows, you can have different shell integration for "open"
and "edit".

I would never associate OOo for *.PDF with "open" (maybe except there is
really no app registered), and never prefer OOo over a "real" PDF
Viewer, since OOo won't give you same layout and accuracy. That's not
the goal/intension of the PDF import.

So OOo *might* register for "edit", but only if no other product already
did it, IMHO.
