Label definitions in OOo are done in a configuration file. You can
either contribute such a file to the project by sending us a patch file.

It's also possible to put this file into an extension and offer this
etension as a download on our extension website
(extensions.services.openoffice.org). Of course you can offer a download
of this extensions from your website also, but perhaps people will find
it more easily if it's part of the OOo repository.

Templates using the configured labels also could be part of such an
extension.
