I just tried it again in Writer: if you use your mouse and press
additionally the "shift" key, you can resize your picture and the
aspect ratio stays the same. I'm not 100 % sure, but I think it works
in the same way with Draw as well.

Sorry, I can't help with your second question, I don't use Base, so I
cannot give you any advise here. 

But perhaps you should ask this question on the users mailinglist, this
is more appropriate for questions about how to use OpenOffice.org.
