Thats not a tutorial, thats a dialogue box which includes a whole raft
of PDF edit functions. I believe PDF edit goes beyond the scope of OO.o.

However should you wish to pursue these features i suggest you look to

Requests for enhancements (RFE's) are handled in the same way as bugs,
they can be queued, prioritised, voted on, timetabled or shelved based
on relevance, priority and resources. Always remember this is an Open
Source Project with limited resources and the best way to assure feature
X's adoption is to stump up.
