I just did this yesterday. 

1. From the drawing toolbar select a rectangle and draw it at any size,
then resize to fill the page (as Robert says the printer may not print
righ to the papers edge).

2. Right click and select "Area", change the background there.

3. Optionally right click and select "Line" and make it invisible.

4. Right click and "Arrange - To Background".
