Did the workaround I provided work for you?

Also note that there are recent updates:

Be sure to do the update & then rename /home/<user>/.openoffice.org to
something like /home/<user>/x-.openoffice.org-x and restart (U)OOo (PPA)
3.1. The missing evolocal.odb will be installed with the new profile.
