I sometimes have a similar problem because at my workplace the acrobat reader usually assumes for some reason that every printer prints on US Letter paper, not A4. But that can be solved by setting the paper format in the acrobat print dialogue. You get a preview of the printout and get to choose whether to scale the contens to the paper or not (depending on why your print was too small, either one or the other schould solve the problem). If that doesn't do it: You can still set a scaling factor manually. I'm making PDFs of almost anything I make in OOo, and it has never been a problem. (Except when embedding eps, but that's an entirely different issue... )
