I'm afraid I don't understand what you're after, because it seems like
the default number format already does what you describe:

| 0.200 | 0.2 | 0.2 | 0.200 |
| 0.0412 | 0.04 | 0.041 | 0.041 |
| -0.201 | -0.2 | -0.201 | -0.201 |
Both Calc and Writer support the same format codes, but only Writer
supports alignment on the decimal point.
If you need to show a limited number of decimal places, but no trailing
zeros, you can use the '#' code (column three).
If that's not what you need, can you provide some examples that show
both the numeric value and the correctly-formatted output?
