Yes, the UI must be such that it works even on low resolution systems. I see it as part of the KISS principle that is so unpopular these days. Many netbooks still have low resolution around 800 x 480 to 1024x600. However, for the tablets and phones the resolution is even lower: e.g. The screen for the N900 is 800 × 480 e.g. For the FreeRunner it is 480x640 So some common functions like the slideshow for Impress should be set to work at the low res.
