Yes, the UI must be such that it works even on low resolution systems.
I see it as part of the KISS principle that is so unpopular these days.

Many netbooks still have low resolution around 800 x 480 to 1024x600.

However, for the tablets and phones the resolution is even lower:

 e.g. The screen for the N900 is 800 × 480
 e.g. For the FreeRunner it is 480x640

So some common functions like the slideshow for Impress should be set to
work at the low res.  The word processor and spreadsheet should also be
able to survive a low-res experience.
