Why ? with #3 they can produce .doc when they need that.

No, I think it should be impossible to create a text document in
MS-Office format or other non-OpenDocument format *without having an
original in ODF*. For me MS-Word format (.doc) and PDF format are
comparable : they are only communication formats, not for working and
archiving documents.
