Don't be so quick to dismiss the technical aspects in eagerness to use name calling. Microsoft formats are for all practical purposes undocumented, especially the new ones.

The new ones are very much moving targets and it is a waste resources chasing them, especially when more lasting results can be had working with our cooperative competitors.

Again, in case you missed it during the last 15 years, control of the formats is used to stifle competition and hurt interoperability:

"Allowing Office documents to be rendered very well by
other peoples browsers is one of the most destructive
things we could do to the company. We have to stop
putting any effort into this and make sure that Office
documents very well depends on PROPRIETARY IE
        capabilities."
        p1. Plaintiff's Exhibit 2991. Comes v Microsoft.

The strategy applies even to protocols, but applies to specifications in general.
