I'd like to say you can not because in the spec it was not planned for
the user to customize this.

However if you look in the spec you can see where some languages are
taken from. E.g. the UI language, document language or keyboard language
which can actuall be modified by the user. But I regard using those to
get it done as a crude work-around.

Thus if you like the list to be more customizable you need to file a
request-for-enhacement issue and probably need to persuade product
management that it should be implemented as well.
