I see where your problem lies.

The Tools|Languages menu seems to have odd properties. Not having explored this before [ :-{ ] I took a look. It showed just English (UK) and English (USA) entries - at least at first. But I know full well I have assorted other 'englsh' dictionaries install, plus a few French ones. Checking again with some garbage text showing added Albanian to the list (which went away when the text was deleted!) - and I found that typing some French in added French to the list -- so maybe the system is dynamic and perhaps too clever for its (our?) boots!?? (Worked for German too - about my limit!)

I wonder if that helps?
